The latest chapter in the FMCSA versus states non-domiciled CDL crackdown saga has been published. After going after California and Pennsylvania, the Federal Motor Carrier Safety Administration now has its eyes on Minnesota.
A little under a month ago, we reported how the Federal Motor Carrier Safety Administration (FMCSA) was cracking down on “CDL mills”, training providers who seem to focus on quantity over quality of truckers, in an effort to make the nation’s roads safer. That is exactly what happened in the last month, as the FMCSA has reduced the number of listed training providers on its registry.
If you have been paying attention to the trucking industry for any amount of time, chances are the phrase “trucker shortage” has hit your ears. Surely if the trucker shortage were real and fleets were desperate to get their hands on more drivers, there would be an increased demand for younger drivers to be able to cross state lines. The pilot program for under-21 interstate travel led to abysmal results, indicating that maybe fleets are not as strained for drivers as initially thought.
Upon reading the title of this article, you may think this counts as another crazy political power grab built to make the life of the average trucker harder, not unlike the congestion pricing rules that were to go into effect had the federal government not intervened. Rest assured, there is a good reason why the Empire State is prohibiting travel below a certain weight threshold.
“Though Duffy has targeted California because it is the most populous state in the nation, home to about 11.5% of all people in the nation, Duffy hopes to expand into turning the screws on other states, a measure he has had difficulty implementing during the government shutdown but may now go into overdrive as Congress found a resolution that will last until the end of January 2026. Now that the government will be back in full force, Duffy’s department may just very well do that.”

The way things have been, a fuel tax of 18.4 cents per gallon of gasoline and 24.4 cents of diesel fuel have been used for the Highway Trust Fund. These numbers, unchanged since 1993, are not enough for the infrastructure needs of the country.
