More Tropical Storms Bring More Emergency Declarations
The East Coast really is getting a hard time this hurricane season. The number of states near the Atlantic Ocean that have declared a State of Emergency in response to watery winds has increased from seven to ten.
Maryland
Maryland is worried about general nasty weather, including “inland flooding and isolated tornadoes”, and to that extent the governor declared an emergency. You can read the Declaration on the relevant FMCSA webpage, but there is no wordage that applies directly to truckers. All we can tell you is that if you are driving through Maryland in the coming months to be prepared for severe anomalies.
North Carolina
North Carolina has its Declaration placed against Potential Tropical Storm Sixteen. It relates directly to truckers because of Section 4:
“DPS [Department of Public Safety], in conjunction with DOT, shall waive the maximum hours of service for drivers prescribed by DPS pursuant to N.C. Gen. Stat. § 20-381 for(!) persons transporting essential fuels, food, water, non-alcoholic beverages, medical supplies, feed for livestock and poultry, (2) persons transporting livestock, poultry, and crops ready to be harvested and (3) vehicles used in the restoration of utility and transportation services. In addition, DPS shall, pursuant to N.C. Gen. Stat. § l 66A-l 9.70(g), temporarily suspend weighing, pursuant to N.C. Gen. Stat.§ 20-118.1, those vehicles used to transport livestock, poultry, livestock or poultry feed, or crops ready to be harvested.”

Virginia
Virginia, like Maryland, does not list a specific storm, but instead general weather conditions. Section 3 of the Declaration states:
“Authorization for the heads of executive branch agencies, on behalf of their regulatory boards as appropriate, and with the concurrence of their Cabinet Secretary, to waive any state requirement or regulation, and enter into contracts without regard to normal procedures or formalities, and without regard to application or permit fees or royalties. All waivers issued by agencies shall be posted on their websites.”
