Other States Follow California’s Advanced Clean Truck Regulation
It is often said that where California goes, so does the nation. That seems to be the case with the California Air Resources Board (CARB), and their Advanced Clean Truck Regulation, which requires truck manufacturers to start selling a specific percentage of their trucks as zero-emission vehicles in 2024, with the percentage slowly increasing until 2035, where it will be 40% of all truck tractors (the number for Class 8 straight trucks is even higher at 75% in 2035). Other states are following in the Golden State’s footsteps to implement similar if not identical quotas.

The eleven states that are set to apply this rule, with the year it is expected to be, are as follows:
- California (2024).
- Colorado (2027).
- Maryland (2027).
- Massachusetts (2025).
- New Jersey (2025).
- New Mexico (2027).
- New York (2025).
- Oregon (2025).
- Pennsylvania (presumably 2024).
- Vermont (2026).
- Washington (2025).
CARB proudly lists the states that are adopting its regulations, which you can see on their webpage. Pennsylvania is not listed for the Advanced Clean Trucks Regulation, but a part of their state code says they will just follow California in all things involving a vehicle with a Gross Vehicle Weight Rating exceeding 14,000 pounds.
Conclusion
As a little over one-fifth of the nation’s states prepare to twist the screws on truck manufacturers to start playing ball with green energy, it will be interesting to see what happens. Will companies such as Peterbilt and Mack Trucks cooperate, or will they simply start building their tractors in other states in order to avoid the ever-increasing quota? Corporations tend to work around regulations if they can help it.
Furthermore, there is still the complete diesel ban in 2042 that California has on the table. While the most populous state currently seems dead-set on making it a reality, there is currently no knowledge as to whether or not other states will enact a similar ban. One thing is for sure, though: if anything were going to test Pennsylvania’s willingness to follow in California’s footsteps, a complete ban on the operation of diesel-powered trucks is sure to do it.
