Pennsylvania to Adopt California Emissions Standards
Trucking news has been alight with worry ever since California announced its eventual diesel truck ban, including with the California Truckers Association’s plan to sue the California Air Resources Board. But while some people oppose the new regulations, others are welcoming them with open arms, such as the state of Pennsylvania.

The move to ban diesel trucks within Pennsylvania’s borders were set in stone long before even California was thinking about it, when, in May 2002, the Pennsylvania legislature adopted Title 25 Chapter 126 Subchapter E of its code, which states:
“The California Exhaust Emission Standards and Test Procedures for 1985 and Subsequent Heavy-Duty Engines and Vehicles, Title 13 CCR, Division 3, Chapter 1, Article 2, § 1956.8 are adopted and incorporated by reference to the extent that they pertain to the requirements for heavy-duty diesel engines and vehicles with a GVWR of greater than 14,000 pounds.”
In short, it means that in regards to heavy vehicle emission regulations, Pennsylvania will just play copycat to California.
The situation in Pennsylvania may be even worse than it is in California, as the Golden State has offered incentives to help fleets with the transition to greener vehicles.
Conclusion
With Pennsylvania opting to go the way of California in all things truck emissions, is it possible that we will see parallels between what happens in courts with Pennsylvania as we do in California? We are not lawyers, but it is possible that truckers from Pennsylvania may have “standing”, a personal interest, in how California regulates its commercial vehicles, as what happens to California invariably happens to the Keystone State.
Ultimately, the diesel truck ban will not take place until sometime around 2042, though that due date is subject to shifting as regulatory variables move about.
Pennsylvania is a state that headquarters a number of trucking fleets that operate on a nationwide level, including Penske Logistics. Unless things change, the forced adoption of heavy-duty trucks not powered by fossil fuels is likely to have strong environmental and economic effects not just in California or Pennsylvania, but across the entire United States.
