California Has State of Emergency for Infrastructure
In March 2024, California was hit with some pretty tumultuous weather. While not as crazy as what it was in January of last year, the storms have still caused some catastrophic damage to various types of infrastructure, including roads and electrical wires. To that end, Governor Gavin Newsom has signed a State of Emergency to help get the Golden State back on its feet now that the damage has been assessed.
Details
Perhaps the biggest facet of the Declaration that impacts truckers is what is referred to as a “slip-out” near Rocky Creek Bridge on Highway 1. The roadway there has been closed ever since, and as such truckers have had to find other routes throughout Monterey County.
What also impacts truckers, however, is section two of the Declaration, which states that “The California Department of Transportation shall formally request immediate assistance, as appropriate, through the Federal Highway Administration’s Emergency Relief Program, United States Code, Title 23, section 125, in order to obtain federal assistance for highway repairs or reconstruction.”
With a need for funding to repair various roadways across the most populous state in the nation, it is likely the state will contract outside help for people to help deliver the construction supplies to the needed areas, perhaps by flatbed hauling.
The Declaration applies to these various counties. Though we were hit somewhat by those storms, our home in Placer County got off relatively easy in comparison to some of those listed below.
- Alameda
- Contra Costa
- Los Angeles
- Marin
- Mendocino
- Monterey
- Napa
- Nevada
- Plumas
- San Bernardino
- San Mateo
- Santa Barbara
- Santa Clara
- Santa Cruz
- Solano
- Sonoma
- Trinity
- Ventura
Conclusion
There is currently no set date for when this Declaration is set to expire, which is in part due to the fact that it applies comprehensively to the state, rather than just the trucking industry, of which the FMCSA revised its rules for States of Emergency in October.
California has often been at the forefront of providing suffocative regulations to the trucking industry: it will be interesting to see what the state does moving forward as it both pines for help from the trucking industry from time to time while also lambasting it.
