Truck Manufacturers Reach Agreement with CARB
You may remember how we have been reporting that the California Air Resources Board (CARB) is placing some of the strictest truck emission regulations in the entire world. Now, CARB has reached an agreement with other truck manufacturers under the banner of the Clean Truck Partnership.
Details
Members of the new Clean Truck Partnership include:
- Carb
- Ford
- Navistar
- PACCAR
- Volvo Group North America
The terms of the arrangement currently include:
- CARB will align with the EPA’s 2027 goals for NOx emissions, rather than going out on its own.
- CARB promises four years of lead time and three years of regulatory stability before implementing new requirements, a total time of seven years.
- Truck manufacturers who are a part of the Clean Truck Partnership agree to meet CARB’s stringent regulations regarding zero emission vehicles, such as the banning of driving a diesel truck by 2042, regardless of what any court case regarding the regulations may say.
CARB chair Liane Rudolph says the Clean Truck Partnership is a scenario in which everyone wins. In a statement with the announcement, she said:
“This agreement makes it clear that we have shared goals to tackle pollution and climate change and to ensure the success of the truck owners and operators who provide critical services to California’s economy.”
Truck manufacturers shared similar sentiments, including PACCAR:
“This agreement provides regulatory certainty and supports a balanced transition to zero emissions by ensuring continued supply of product into California and opt-in states,” said John Rich, chief technology officer for the company.
Conclusion
In many ways, this compromise enables CARB to fulfill its 2042 goal of banning diesel trucks within the state, as they now have the support of numerous truck manufacturers in getting that done within the next two decades.
The only question that remains now is what will happen to manufacturers that are not a part of the Clean Truck Partnership. Supposedly, what happens to them will be determined as a result of various court cases currently going through the system. The way things are set now, the 2042 diesel truck ban in California looks like it is ripe to become reality.
