FMCSA Hopes to Replace URS

On April 19th, the Federal Motor Carrier Safety Administration (FMCSA) announced in the Federal Register that it hopes to replace the Unified Registration System (URS) with a new system called the FMCSA Registration System (FRS).

So what is the big deal about this new system? The Notice in the Federal Register is thousands of words long, but we will summarize it.

Having announced their intentions to rework the registration system about a month ago at the Mod-America Trucking Show, the FMCSA says that the new system will have the two-fold effect of both making it easier for trucking industry stakeholders to register with the FMCSA as well as crack down on fraud.

The current plan from the FMCSA, according to the notice, is to use existing data within the URS and apply what it calls “smart logic” to import it into the system, meaning that companies current with the FMCSA will not need to do a thing. New registrants or companies planning to expand their horizons may have to put more data into the system.

The FMCSA also plans to remove the need for a multitude of forms, including:

• MCS-150: Motor Carrier Identification Report
• BOC-3: Designation of Agents for Service of Process
• OP-1: Application for Motor Property Carrier and Broker Authority

Conclusion

The timeline for when this switch to the FRS becomes reality is hazy. What we know for sure is that the FMCSA is required to give a 60-day comment period before it can do anything, so the URS will stay in place until the middle of June at the very earliest. If you wish to voice your opinions, you can do so on the Federal Register.

Additionally, you can also comment at a webinar the FMCSA will be hosting on May 29th, known as FMCSA Registration Modernization Stakeholder Day II. Be sure to register in advance to make sure your voice is heard.

As mentioned in our previous article about the FMCSA’s plans to update their registration system, the FMCSA is also currently contacting companies to make sure their data is up to date. Be on the alert for that to make the transition to the FRS as smooth as possible.
