Sean Duffy to Reduce Trucking Regulations
“My department is slashing duplicative and outdated regulations that are unnecessarily burdensome, waste taxpayer dollars, and fail to ensure safety,” Secretary of Transportation Sean Duffy said in an announcement on May 29th. “These are common-sense changes that will help us build a more efficient government that better reflects the needs of the American people. Big government has been a big failure.”

Sean Duffy says that he is removing approximately 73,000 words from the Federal Register, slashing regulations that are either outdated or provide an undue burden on drivers of all types. The official announcement can be read on the relevant Department of Transportation (DOT) webpage, but we will give you a brief summary for how it applies to truckers.
- Currently, trucking companies hoping to contract with the federal government must fulfill Form FHWA-1273. The new DOT will make this optional.
- Removal of the retroreflective sheeting requirement because, while it was rare when the regulation was established in 1993, it has become default in 2025.
- Rescinding of regulations applying specifically to “water carriers”, as the Federal Motor Carrier Safety Administration does not have any authority over water carriers beyond their motor carrier operations.
- Removing the requirement that the vehicle’s ELD manual must be in the truck, as it provides insignificant increases of safety while increasing the chances of giving drivers who misplace the ELD manual a hefty fine.
- License plate lamps for the truck will no longer be required to be on while a tractor is towing a trailer, as it will be obscured by the trailer regardless.

In total, the DOT is planning to remove over 50 regulations in total in accordance with President Trump’s new initiative requiring ten regulations to be removed for every one added, a massive jump from a similar 2-to-1 ratio enacted during his first term in office. While a good number of these do not apply directly to commercial truckers (such as one involving the Fish and Wildlife Service’s management systems), the ones that do are a flurry of minor hiccups that should clear headaches of many compliance officers throughout the country.
