House Introduces $200 Million Parking Bill
Congress is working on drafting the funding and allocation for 2025, and part of that includes funding for the transportation industry, namely, $200 million in truck parking.

“The committee expects DOT to continue working proactively with the private sector, states and metropolitan planning organizations to address this critical supply chain challenge, to encourage the use of formula funds for investment in new truck parking capacity, and to prioritize truck parking when considering discretionary funding awards,” an explanatory report that was released alongside public record of the legislation stated.
If you have been following our musings for the past number of years, you no doubt know about the truck parking crisis: an estimated ten trucks for every standard parking spot and truckers spending an hour on average to find a spot. This additional funding would help greatly to mitigate that, allowing goods to travel further in a standard workday within hours-of-service regulations.
Other things the bill has included in it related to the trucking industry are:
- $909 million in funding for the FMCSA.
- Pauses rulemaking from federal agencies regarding speed limiters.
- Ease Electronic Logging Device requirements for specific cargo types.
- Prods the FMCSA to develop guidelines against predatory towing.
“Charging truck owners thousands of dollars for each unwanted tow and holding cargo hostage with excessive invoices are egregious practices that disrupt our supply chain,” said ATA President Chris Spear in regards to that last point covering the ever-unpopular topic of predatory towing. “ATA and our federation of state associations are fighting back against these predatory towers and ransom payments that target the truckers we depend on to deliver our nation’s goods.”
Conclusion
The only question that remains is whether or not the provisions in this bill will be voted upon in favor by both sections of Congress and then signed by the president. While the chances of the former are slim, the approval of the executive branch appears to be an even higher bar to pass. It is likely that the provisions here will have to be instead brought to a vote in the 118th Congress in 2025, and become funding directives in 2026.
