New California Reefer Regulations Come 2024
The California Air Resources Board (CARB) is never done with its task of putting on more and more stringent regulations in pursuit of higher air quality. You might remember the diesel ban of 2042, but that is still almost two decades away from the time of this article. There is a new regulation that is coming much quicker, in the not-so-distant year of 2024.

CARB says that transportation refrigeration units by their lonesome are not cause for concern, but where they congregate such as a trucking garage, it can create noticeable air pollution, as such, companies that own a location (specifically, refrigerated warehouses, distribution centers, seaport facilities, and intermodal rail yards) exceeding 20,000 square feet will be required to register with CARB, report every year on the number of TRUs operating at the facility, and pay fees every three years. In paying these fees, there will be labels attached to every TRU showing that it is CARB compliant and paid for.
Another regulatory change for TRUs coming at the start of 2024 is an emission standard of 0.02 grams per brake horsepower hour or lower.
“These amendments will allow us to protect public health, especially in the most overburdened, disadvantaged communities where most of these transport refrigeration units operate,” CARB Chair Liane Randolph said in a public statement. “Moving forward, we expect to see increasing numbers of zero-emission units to continue making progress toward our air quality goals — reducing asthma, cancer risk and providing tangible public health benefits for California residents.”
Conclusion
This is not the first time CARB has regulated TRUs this decade; at the start of 2023 all TRUs within California needed to operate using gasses with a global warming potential less than or equal to 2,200. For comparison, carbon dioxide has a global warming potential of 1.
The only questions that remain are what will happen next in regards to CABR’s regulations, and what states will follow. With California being the most populous state in the nation, it has a lot of negotiating leverage on trucking fleets operating in other states.
