NHTSA Rolls Back Obama-Era Fuel Efficiency Standards
Would you like to have a less fuel-efficient truck? In a vacuum that seems like a stupid question, especially with 2026’s diesel fuel prices. When the question becomes “would you trade one or two miles per gallon of fuel efficiency to save $20,000 off the purchase price tag of a newer vehicle”, the logistics change entirely. The electric truck is the final conclusion of this: fuel prices are significantly cheaper but seldom justify the higher cost of purchase. All of this is to set up the background for a new decision from the National Highway Traffic Safety Administration (NHTSA) that reverses well over a decade of precedent.

Passed in 2007, the Energy Independence and Security Act of 2007 (EISA) was employed by the NHTSA to regulate truck engines separately from the vehicle to which it was attached. This was an interpretation maintained through the Obama, first Trump, and Biden years, but is now changing via a publication in the Federal Register.
“An engine is not a vehicle. To be sure, a vehicle’s engine necessarily impacts its fuel economy. So do tires, transmissions, and tailpipes. However, that does not grant NHTSA authority to set fuel economy standards for those components individually or separately from the entirety of a vehicle of which they comprise a part” the publication says. Henceforth, the NHTSA will look at the entirety of a truck’s fuel efficiency rather than looking at both the entire truck and the engine.
This means that truck manufacturers can opt to have a cheaper, less efficient engine provided they meet the “whole truck” standard, and can pass the cost savings onto the buyer, in a direction that is opposite what usually happens with electric vehicles, as stated above.
Conclusion
The rule becomes effective as soon as it is published in the Federal Register, meaning, by the time you read this. However, it will likely be a few months before new trucks have their engine policies change as manufacturers decide the best route to take. As with most things regarding laws and regulations and court cases within the trucking industry, these things move slowly.
