Texas Declares State of Emergency in Regards to Flash Flooding
By now you likely have heard the news about the flash flooding happening in Texas. To that end, Governor Greg Abbott has signed an Emergency Declaration to provide much-needed relief to the people of Texas quickly.

The Declaration can be read in its entirety on the webpage provided by the Federal Motor Carrier Safety Administration (FMCSA). For a brief summary, it is a Declaration similar to one announced two years ago regarding tumultuous storms.
“…to the extent that the enforcement of any state statute or administrative rule regarding contracting or procurement would impede any state agency’s emergency response that is necessary to protect life or property threatened by this declared disaster, I hereby authorize the suspension of such statutes and rules for the duration of this declared disaster.”
This means that it is likely that Texas will be seeing an increase in procurements from various organizations across the nation, not only for search and rescue, but also for those displaced by the flood.
Additionally, the FMCSA has announced its own Declaration, with all of the standard bells and whistles that come with a typical State of Emergency that applies to the trucking industry. Perhaps most notable is the temporary suspension of hours-of-service driving regulations, within reason: drivers must still pause when they feel fatigue and also cease when a delivery over fourteen hours of consecutive driving is completed. There are no regulation waivers regarding weight and size limits, which may be imperative when roads and bridges can be damaged from the flash flooding.
Conclusion
While the state level Declaration expires July 19th, the federal one that more directly applies to truckers will continue on until August 4th, and may continue further should the need for more truck-provided relief exist.

As a final note, The Texas Department of Transportation would like to remind drivers to not drive past warnings about flooded waterways. If immediate danger to your life will not convince you, they hope that imprisonment and fines will.
