Massachusetts and Maryland Leave Clean Truck Coalition
They say that what goes for California eventually goes for the rest of the nation, but recent developments regarding green-trucking regulations are starting to put that age-old adage into question.

We have talked before that when it comes to clean trucking technology, there is a bit of a “cold war” going on in the nation: states are choosing either to side with the California Air Resources Board (CARB) or against it. Massachusetts and Maryland are breaking rank and are no longer unequivocally on the side of California.
The primary stated reason for this walking back against the Advanced Truck Fleets regulation is that it is going too fast, with the states’ truckers being forced to comply despite inherent risks in making such an abrupt transition. The Maryland Executive Order regarding this slowdown states that Maryland will instead be focusing upon, “…maximizing near-term enforcement discretion to ease compliance by OEMs and establishing a working group to study and make recommendations on how the ACC II and ACT programs can be successfully implemented in Maryland.”
Likewise, the Massachusetts Department of Environmental Protection says it will continue moving in the direction of cleaner trucks, but will go easier on builders who struggle to comply. “Manufacturers that cannot meet those sales requirements will receive relief for model years 2025 and 2026, provided they make internal combustion engine trucks available to distributors seeking them. This approach gives manufacturers more flexibility and eases the challenges dealers are facing while keeping the state on track to achieve critically important emissions reductions.”
Conclusion
While the two states are leaving the “coalition” of states that stand by CARB, they are certainly not jumping to the other side of the fence when it comes to trucking regulations. They agree with CARB’s goal of transitioning to a zero-emissions future, only that the method by which it is to be done must be more gradual to avoid creating a system shock. It is likely that, with the technology becoming better and better and the infrastructure constantly improving for it, green energy will eventually become the future, only that truckers will be able to get plenty of mileage out of their already-existing diesel combustion vehicles before that future comes.
