CVSA to Join FMCSA in English Enforcement
The Commercial Vehicle Safety Alliance (CVSA) is a private organization that works to improve safety on America’s roads, as opposed to the Federal Motor Carrier Safety Administration (FMCSA), which enforces it under regulation and the weight of the United States Federal Government.
Regardless, the CVSA is moving in lockstep with the FMCSA in regards to a recent Executive Order brought down by the 47th president: returning to the enforcement of English proficiency being a requirement to drive on the road under a business enterprise.

The CVSA is behind numerous inspection blitzes that have the blessing of law enforcement across the nation, such as the annual 72-hour inspection blitz called “International Roadcheck”, which usually happens in May every year.
When the CVSA conducts inspections from June 25th and onward, they will be testing English proficiency in four different aspects of the language:
- Speaking: to transmit information to other people in case of an emergency, such as a collision.
- Listening: to understand someone else when there is an emergency. There will be an exemption for this and for speaking provided the driver has proper documentation proving that they have a disability that makes them hard of hearing.
- Reading: to comprehend and follow road signs effectively, including temporary ones that alert drivers of upcoming hazards.
- Writing: to fulfill reports and records.

June 25th is also when the FMCSA has its official date for English enforcement on the road, meaning the CVSA is simply working hand-in-hand with what the FMCSA has established.
