Colorado Threatened With Funding Removal
Last time we wrote about the non-domiciled CDL crackdown saga, it was covering Minnesota. Now, Colorado is the fifth state to be put under the microscope to see if the Centennial State is in line with federal regulations.

In a formal statement, Secretary of Transportation Sean Duffy says that their nationwide audit showed 22% of non-domiciled CDLs were issued illegally.
“When pressed, Colorado admitted that these violations were not accidental, but the result of a 2016 statewide policy decision to disregard federal law and give trucking licenses to ineligible Mexican citizens. The state has also allowed non-domiciled CDL expiration dates to exceed the drivers’ lawful presence documents, effectively allowing individuals to drive trucks on American roadways long after their legal status to remain in the country had expired.”
Duffy continues. “Despite receiving the notice of non-compliance, Colorado officials have failed to produce a completed audit or a full accounting of the illegal licenses. The state is still unable to account for how many unqualified drivers are currently on the road, nor have they completed the necessary actions to revoke these credentials. This continued delay signals a lack of urgency that puts public safety at risk.”
To that end, Duffy and the Department of Transportation are threatening to withhold $24 million in funding if Colorado does not clean up its act.
“Colorado doesn’t get to pick and choose what federal rules it follows – especially when the driving public is at risk.”
Conclusion
For those keeping score at home, the current numbers are:
- California, $40 million with potentially another $160 million on the way.
- Pennsylvania, $75 million.
- Minnesota, $30 million.
- New York, $73 million.
- Colorado, $24 million.
Anywhere between $240 million and $400 million is on the line for various states if they do not tighten the screws on their non-domiciled CDL issuance. As the Transportation Secretary continues to lay the hammer down on states, it is likely that this list of states threatened to have their funding withheld will continue expanding. We will have to wait and see what state is next in line to receive the bad news.
