EPA Continuing on NOx Emissions with Slight Changes
In a move that is rarely seen in today’s political climate, the Trump Administration is continuing on a rule popular with the Biden Administration…with a few modifications.

The news comes after a group of 52 trucking associations petitioned the Environmental Protection Agency (EPA) about delaying NOx regulations currently in progress, requiring a standard of 0.035 g/hp-hr, to 2031. The letter was drafted in August due to the economic hardship the transition would cause, amidst current economic woes such as tariffs. Now, those associations have gotten a response.
“EPA is working on reevaluating the 2022 Heavy-Duty Engine and Vehicle NOx rule, and is planning to propose a rule in the spring of 2026. If finalized, the action will make major changes to the program requirements while maintaining the Model Year 2027 start of the standards, which can significantly reduce the cost of new heavy-duty vehicles, while still protecting human health and the environment, and avoiding regulatory distortions of the heavy-duty vehicle market.”
This response is intentionally vague, leaving out what potential changes to the NOx rule could be put in place, but if what the EPA says is true the agency will attempt to balance economic, environmental, and health needs.
The declaration was met with mixed reception from the trucking associations that penned the letter, including that belonging to Virginia.
“While we are disappointed EPA does not plan to fulfill ATA’s [American Trucking Associations’] request to delay implementation and reconsider the standard, we are encouraged that the Agency is proposing several adjustments that should help lower costs and ease implementation. We support ATA as it works with EPA staff through the rulemaking development process to ensure that opportunities to further reduce cost are maximized in implementing the 2027 standards, which will benefit Virginia’s trucking fleet owners and operators.”
Conclusion
All of this is to say to be on the lookout for spring of 2026 for upcoming modifications to rules and regulations already put in place. With the primary obstacle to many technological advancements–such as electric semi-trucks–being cost, taking steps to mitigate it may just be the thing the EPA needs to do to make the air cleaner.
