DOT Threatens Pennsylvania Over CDLs
You might remember in a prior article where we wrote the following:
“Though Duffy has targeted California because it is the most populous state in the nation, home to about 11.5% of all people in the nation, Duffy hopes to expand into turning the screws on other states, a measure he has had difficulty implementing during the government shutdown but may now go into overdrive as Congress found a resolution that will last until the end of January 2026. Now that the government will be back in full force, Duffy’s department may just very well do that.”
Less than a week after we published those words, they came true. This time, Sean Duffy’s Department of Transportation (DOT) is targeting the Keystone State.

As what was done in California, the DOT wants to withhold $75 million in funding if the state does not revoke CDLs granted to illegal immigrants.
As to be expected with state-versus-federal judicial warfare, many fingers are being pointed in numerous directions. Pennsylvania says the federal government did not identify a single CDL issued to an illegal in Pennsylvania, while the federal government says that Pennsylvania does not require noncitizens to provide proof of legal ability to work in the United States, arguing that some likely got through.
The dispute’s temperature increased a few degrees when it was brought up that a Uzbek national, wanted in his home country for being a terrorist, was given a CDL in Pennsylvania. Pennsylvania Governor Josh Shapiro says that only happened because the federal database itself said it was okay to give that man a Commercial Driver’s License.
“They clearly are not minding the shop, and they’ve gotta get better, because every single state in the country relies on this database when making a determination as to who qualifies for a CDL. We relied on the feds before issuing this one,” Shapiro said.
Conclusion
Will Pennsylvania get its funding for various projects such as road building, road improvement, and rest stops? Will the federal government take blame for its database on eligible CDL drivers being out of date? What state will the Department of Transportation target next in its English enforcement crackdown? We will have to wait and see to get answers to all of these questions.
